Rules and Regulations
ALL Residents and visitors of Komarock Estate Phase 2 are required to abide by the following Rules and Regulations so as to ensure tranquility and order within the estate.
The Phase 2 Branch Management Committee (BMC) and the Zone Management Committees (ZMC) are responsible for the enforcement of these rules, and any resident who fails to abide by the same shall be dealt with accordingly. If necessary, the BMC shall escalate any disciplinary issues to the area Chief, the Deputy County Commissioner or the Police for necessary action.
1. SECURITY
- ALL residents shall take responsibility for security in the estate by acting swiftly and reporting any security incident to the BMC headed by the Branch Chairman within the shortest time possible.
- At the ZONES the ZMC headed by the Zone Chairpersons shall handle any criminal or security issues. If need be the committee shall escalate the issues to the BMC for further action.
- ALL residents in the different ZONES shall pay the stipulated monthly SECURITY CHARGES for each zone without fail. Failure to pay will attract disciplinary action by the ZMC or, if necessary, the BMC.
- For security reasons Hawkers are NOT allowed to sell their merchandise within the estate.
- All visitors MUST get clearance from the security guards at the gates before being allowed to enter the estate.
- All vehicles and motor cycles entering the estate zones/branches must be recorded at the entrance gates indicating the time of entry and exit.
- Non-residents’ vehicles and taxis (except app-based taxi
service vehicles like Uber) are prohibited from entering the estate after 10.00 pm unless they are accompanied by a resident who should sign for their entry at the relevant security guard offices.
2. GARBAGE DISPOSAL
- ALL residents (including the business people within the estate) shall ensure that no Garbage or Waste material is damped within the estate.
- All garbage in the Zones shall be put in suitable polythene bags or plastic bins and collected by the commissioned garbage collecting companies in the Zones.
- The garbage collecting companies shall ensure that the garbage is disposed of in accordance with the regulations of the County Government concerning garbage disposal.
- ALL residents and business persons MUST pay the stipulated monthly garbage collection charges within their zones without fail. Action will be taken against any defaulters identified as not paying the said charges.
3. GENERAL RULES
- Big commercial vehicles, matatus and taxis are not allowed to be parked overnight in the estate
without authorization of respective zone/branch officials. - All motor vehicles within the estate branches shall not exceed a speed limit of 10KPH.
- Major vehicle repairs, sprays, servicing of vehicles and commercial car-wash services are prohibited within the estate.
- Permission by the zone/branch officials shall be sought before a resident can apply for authority to keep dogs, chicken or any other animals in the estate.
- Excessive noise pollution such as singing and loud music is prohibited.
- Child labour and human trafficking of any form within the estate is strictly prohibited. Any resident found practicing or condoning the vice will be reprimanded and reported to the relevant state authorities for appropriate action.
- Erection of communication masts and excavation of the ground by service providers within the estate must receive consent of the BMC through the ZMC’s before approval by the relevant
state authorities is sought. - All parties, meetings or public rallies of any nature within the estate must get approved by the ZMC in whose area the envisaged event is planned for. The ZMC shall notify the BMC of the same if deemed necessary.
- All public Land within the state shall not be interfered with in any way except with the approval of the ZMC and BMC.
- Under no circumstances will Public land land within the estate be sold to any entity at any time.
4. WELFARE
By these Rules and Regulations, residents are encouraged to come up with Welfare Initiatives that shall go into addressing various challenges affecting the them.
- The BMC Vice Chairperson, The BMC Women’s Rep and the BMC Youth Rep shall form the BMC Welfare Committee at the Branch level. They shall work with the respective committees at the Zone level to ensure success of the initiatives.
- The ZMC Vice Chairperson, The ZMC Women’s Rep and the ZMC Youth Rep shall form the BMC Welfare Committee at the Zone level. They shall work with the respective committees at the Branch level to ensure success of the initiatives.
- The Welfare committees shall be answerable to the BMC in the execution of their work.
- The Welfare committees shall open and manage Bank accounts as they shall deem necessary.
- Some of the activities that the Welfare committees may focus on include but are not limited to the following:
i. Assist in fundraising for Funeral expenses;
ii. Offer support in cases of sickness and accident;
iii. Offer support in Education/ training/ employment;
iv. Offer Food/ clothing where need be;
v. Offer Counseling and Guidance services;
vi. Offer support in any other area as shall be agreed to by the members.
5. BUSINESS COMMUNITY
- Erection of temporary kiosks within the estate without the express approval and guidance of the BMC is prohibited.
- The business community shall adhere to all the rules and regulations stipulated here, including paying the required security and garbage collection funds as shall be decided by the BMC.
- Any business entity that shall involve itself in activities that shall raise objectionable discomfort to the residents in any way shall be required to either stop such activities or be forced to cease it’s operations within the estate.
- All businesses, and much more so the bigger entities, shall be expected to contribute in some way to Corporate Social Responsibility (CSR) activities. The shall include but not limited to environmental, philanthropic, ethical as well as economic activities.
6. RELIGIOUS GROUPS
- The Estate is home to people of all religious inclinations. It is therefore expected that all resident and visitors display great tolerance when it comes to religious matters for the sake of inter-personal harmony.
- Setting up of religious worship spaces like Churches, Mosques, Madrassas, etc within the estate shall require approval from the BMC though the ZMCs.
- All religious entities within the estate shall ensure that they do not become a nuisance to the neighbors either by way of noise, obstruction, or otherwise. Any disputes arising from matters of this nature shall be resolved by the BMC.
7. DRUGS & ALCOHOLIC DRINKS
- Manufacture or brewing of any illicit product within the estate is strictly prohibited.
- Sale of drugs, substances of abuse, video games, gambling and discos are not allowed within the estate. Immediate action will be taken against anyone caught engaging such.
- Anyone caught engaging in the consumption of drugs, substances of abuse, alcohol, or any other such products in public places shall be arraigned and forwarded to relevant state organs for further action.
- All licensed Bars and other drinking spots shall ensure that their patrons are well behaved, and that no loud music such as shall be a disturbance to residents around them shall be played within their premises. Severe action will be taken if this clause in infringed on.
8. ELECTION OF OFFICIALS

A. BRANCH ELECTIONS
- The Phase 2 Branch elections of the Branch Management Committee (BMC) officials shall be done after every 2 years within the Month of July.
- The elections shall be overseen by the Area Chief or the sub-chief.
- For one to qualify to be a Branch Official he or she MUST also be a Zone official in any of the 8 zones of the Branch.
- For one to qualify to be a Branch Official he or she MUST NOT be a defaulter in payment for the Security charges or the Garbage collection charges.
- Elections shall be conducted to fill the following offices:
i. BMC Chairman
ii. BMC Vice Chairman
iii. BMC Secretary
iv. BMC Vice Secretary
v. BMC Treasurer
vi. BMC Business Community Rep
vii. BMC Women’s Rep
viii. BMC Youth Rep
ix. BMC Muslim Community Rep
6. If an official ceases to be one either by resignation or whatever other reason he shall be replaced by the BMC appointing a replacement who shall serve until the next elections.

B. ZONE ELECTIONS
- The Zone elections of the Zone Management Committee (ZMC) officials for each of the 8 zones in the Phase 2 Branch shall be done after every 2 years within the Month of March.
- The elections shall be overseen by the BMC.
- For one to qualify to be a Zone Official he or she MUST NOT be a defaulter in payment for the Security charges or the Garbage collection charges.
- For one to qualify to be a Zone Official he or she MUST be a resident in the said Zone.
